The 32-year-old, formerly of Kidderminster Harriers, Oxford United, Wigan Athletic, and Sheffield Wednesday, joins Chesterfield following Laurence Maguire's move to MK Dons.
Chesterfield has already secured the signings of Bristol Rovers defender Lewis Gordon, as well as strikers Paddy Madden, Kane Drummond, and Tim Akinola since their return to the English Football League.
During his time at Shrewsbury, Dunkley served as captain for two seasons, tallying nine goals in 85 appearances. Last season, he was the third-highest goal scorer for the EFL's lowest-scoring team, with four goals.
At the end of their ninth consecutive season at the third-tier level, five out-of-contract players, including Dunkley, were offered new deals. While full-back Mal Benning has signed a new two-year contract, goalkeeper Marko Marosi, defender Aaron Pierre, and striker Daniel Udoh are still considering their options.
